Is that Scopedog 21C the same as this kit by R. C. Berg?

Yes and no. “Scopedog 21C” was a design project undertaken by Sunrise to definitively work out the technology of the Scopedog and create an updated reference point for future projects. Models with the term “21C” are using that reference.
I think they are the same the kit. studioRECKLESS is credited for both and they look exactly the same:

I think they are the same kit. studioRECKLESS produced both of them and they look exactly the same (the only difference I notice is that the Wave prototype had more prominent shoulder rivets):
